At the Meeting of Firsby Group Parish Council held at 7.00 pm on Wednesday 15 April 2026 in Little Steeping Village Hall.
Apologies were received from Mr R. Heane; Mr D. Sargeant and Miss K. Nettle.
Present: Mr R. Kidd, who took the Chair;
Mrs S. Wilford; Mr S. Roachford; Mr R. Currie; Mr P. Cavanagh; Miss H. Smithson Whitehead; Mr M. Webb and 2 members of the public.
1. Minutes of the last Meeting
It was agreed that these be signed as a correct record of the proceedings.
2. Matters arising from the minutes of the last meeting
Councillors agreed that the matters referred to both the County and District Councillors need to be chased up again as no answers have been forthcoming.
3. County Councillor's Report
Cllr Hume was not present at the meeting but it was agreed to ask Cllr Hume once again if she could liaise with Highways and the Drainage Board about the repair to the dangerous dip in the road on the B1195 (Wainfleet Road). If the road collapses it will block the drain, which will cause problems to residents who live nearby.
It was also agreed to ask Cllr Hume once again to challenge the Education Department to allow Great Steeping School to be used as a safe place in the event of an emergency. Requests so far have not been answered.
4. District Councillor's Report
Cllr Drury was not present at the meeting but it was agreed to ask Cllr Drury once again for an update on the fly infestation in Firsby as a matter of urgency.
Miss Smithson Whitehead stated that more funds are required for the Bratoft Parish Meeting Information Board and they wish to apply to the District Council for details on how to make an application for funding. It was agreed to ask Cllr Drury for details.
5. Correspondence
a) Email received from David Law regarding the Parish Council's proposed use of the Poor Land and Ings Piece in Little Steeping. It was agreed to inform the Little Steeping Village Hall Management Committee that the lands will be rented out seasonally and any funds received will be put aside for the education of the children of Little Steeping.
b) Email received from PKF Littlejohn regarding the submission of the Apish Council's 2025/26 AGAR to the external auditor. Accounts are presently with the internal auditor.
c) Letter received from Mr & Mrs Armstrong acknowledging receipt of the Parish Council's letter dated 21 March. No action taken.
d) Email received from John Mitchell regarding the proposal of a "New Scheme" to administer the Poor Land's Charity in Great Steeping. Miss Smithson Whitehead proposed, Mr Currie seconded and all agreed to the terms of the proposed new scheme.
e) Email received from Gill Hews of the Toynton action Group in relation to the proposed Poultry Farm in Toynton St Peter.
f) Email received from Outer Dowsing Offshore Wind inviting a Parish Councillor to attend a community liaison meeting. Miss Smithson Whitehead to attend the meeting in Hogsthorpe.
g) Email received from National Grid regarding an Eastern Green Link 3 (EGL 3) and Eastern Green Link 4 (EGL 4) Targeted Statutory consultation under section 42 of the Planning Act 2008. It was agreed to send to all Councillors for their completion.
h) Email received from Highways regarding the complaint that was lodged in regard to the state of Airfield Road, Great Steeping. Mr Currie to deal with this matter.
i) Copy note received from Mr Janney regarding the use of the land next to his property. Mr Janney's comments have been duly noted.
k) Email received from Claire Edwards of the Crisis and Resilience Fund for oil support payments. Copies of the posters giving eligibility and how to apply will be placed on the noticeboard in each village.
l) Email received from Zoe Marshall confirming the payment of the Parish Precept for 2026/27.
m) Letter received from National Grid regarding the Grimsby to Walpole community update. No action taken.
6. Plans
Application No 00315/26/FUL By Mr M Sissons for Planning Permission - Conversion of an extension to existing outbuilding to provide a detached garage and annexe and alterations to existing dwelling at the Laurels, Wainfleet Road, Irby in the Marsh. It was agreed to support this application.
7. Highways
It was agreed to report the following matters to Highways:
It appears that fresh tarmac is coming out of filled potholes by the Kennels in Great Steeping.
8. Any Other Business
Miss Smithson Whitehead requested an update on when the Heritage Department, who are responsible for the maintenance of the Information Board on North Road, Bratoft, are going to maintain it.
