At the Meeting of Firsby Group Parish Council held at 7.00 pm on Wednesday 18 September 2024 in Irby & Bratoft Village Hall.
Present: Mr R. Kidd, who took the Chair;
Mr R. Heane; Mrs S. Wilford; Mr S. Roachford; Mr R. Currie; Mr R. Harman; Miss H. Smithson-Whitehead; Mr A. Brewer; Mrs C. Brewer; LCC Cllr Mrs W. Bowkett and one member of the public.
Apologies were received from Mr C. Moore and Mr G. Holmes.
1. Minutes of the last Meeting
It was agreed that these be signed as a correct record of the proceedings.
2. Matters arising from the minutes of the last meeting
Email received from Cllr Bowkett stating "the HS2 levelling up fund the current government have not honoured this as yet.
The Little Steeping to Thorpe Road is in next years programme at present to be resurfaced.
I will request an update on the bridge at the back of the old church, Great Steeping."
Mrs Wilford stated that solicitors have been in contact about the registration of the 2 plots of land in Little Steeping. Letters of release have been signed enabling the solicitors to request the deeds held by Barclays Bank.
Mr Heane stated that the lorries have stopped going down Sandy Lane at the moment, but they have damaged the corners of the road as they turn out from Sandy Lane.
Mrs Wilford stated that if conditions are approved at the proposed housing estate on land at Halton Road and Ashby Road, Spilsby, Anglian Water would have to deal with excess foul water etc., This would have to be discharged into the River Steeping. Mrs Wilford also stated that the EA have objected to the development.
3. County Councillor's Report
Cllr Bowkett gave the following report:
Lincolnshire county council took a motion to council on Friday in reference to the labour governments decision to cut the winter fuel payment to around 170,000 Lincolnshire residents. It was resolved to bring a council led awareness campaign to local residents to alert those eligible for pension credit which would help access to the winter fuel payment. Request that the leader of the council write to the chancellor of the exchequer urging an urgent review of the decision to means test the winter fuel payment and asking the government to ensure vulnerable pensioners on low income are protected from fuel poverty.
Lincolnshire county council have signed up to the National Trading Standards teams new scams charter “no blame no shame” the charter is to make sure the blame is placed on the criminal and that the victim doesn’t feel shame about the situation which many do. The joint action with other agencies signing up is to try and stem the increase in fraud, scams and financial abuse. 75% of uk adults have been targeted by scams 35% losing money.
LCC leader Cllr Hill along with Cllr Davies and officers met with Norfolk, Essex and Suffolk councils to discuss a collaborative approach to opposing the planned pylons. All agreed that everything must be done to try and stop them, a further meeting in the next few weeks will take place to agree next steps.
The section 19 reports will all be completed by the end of the month for the properties that were flooded in October.
Flu vaccinations to over 65s, pregnant women, and certain long term condition will be available from this month. Also the c19 vaccine if eligible will be commencing from the beginning of September, if you are eligible you will be contacted.
Household support fund, the 6th round has just been announced taking the program up to April 2025 we are awaiting details how this is to be distributed.
The 111 mental health support is now live, dial 111 and press option 2 this service is 24hrs and 7 days a week for all ages, it can be for you seeking help for a friend or family member. This will provide much quicker help in times of crisis. Your call will be answered by a dedicated member of the mental health team.
Mr Heane asked when the Lady Wath Beck is going to be cleared out. It is totally overgrown and needs cutting before the wet winter weather arrives. Cllr Bowkett stated that she would contact Lindsey Marsh Drainage Board and ask for a date for its clearing.
Cllr Bowkett stated that it would be money well spent for LCC to take judicial action against the National Grid to stop the pylons. This would delay the process for as long as possible and gives a better chance of stopping them being put up.
Mrs Wilford asked for an update on the license for Kelsey Wood Country Park.
4. Correspondence
a) Email received from Lincolnshire County Council, Network Resilience Manager regarding grit for the upcoming winter months. It was agreed to request 3 bags, one each to Firsby, Great Steeping and Little Steeping.
b) Email received from Andrew Everard regarding the National Planning Policy Framework Consultation September 2024. Email sent forward to Parish Councillors for completion.
c) Miss Smithson Whitehead addressed the Council regarding a Horse Chestnut Tree overgrown with ivy and in a poor state that is protected by a TPO near Meadow View, Summergates Lane, Bratoft. It was agreed to write to the Arboricultural Officer, Colin Horton and ask if he would contact the owner of the land for written permission to go on his property to remover ivy from the tree.
5. Plans
Application No S/051/00104/24 by S Turnbull & J Roberts for Planning Permission - Installation of 6no. roof mounted solar panels and heat source pump on existing dwelling (works completed) at Berrington House, Wainfleet Road, Firsby. It was agreed to support this application.
Application No S/051/01192/24 by Mr P Gilbert for Panning Permission - Erection of a calf shed at Barn View, Wainfleet Road, Firsby. It was agreed to support this application.
Application No S/051/01047/24 by Mr & Mrs Baxter for Planning Permission - Erection of a single storey rear extension to existing bungalow on the site of an existing conservatory which is to be removed at Hawthorn Cottage, Wainfleet Road, Firsby. It was agreed to support this application.
Application No S/064/01147/24 by National Grid Electricity Transmission - Consultation from PINS on an EIA scoping opinion on Eastern Green Link 3 and 4 at Eastern Green Link 3 and 4, Firsby Road, Great Steeping. Objections lodged on the ELDC Planning website.
Application No S/086/)1190/24 by National Grid - Consultation from the Planning Inspectorate on the EIA scoping opinion regarding the DCO for the proposed Grimsby to Walpole Project at Grimsby to Walpole Project. Objections lodged on the ELDC Planning website.
Application No S/051/01285/24 by Mr W Watson for Planning Permission - Erection of a detached garage with the construction of vehicular access at Resman, Fendyke Road, Firsby. It was agreed to support this application.
EN20036 - Application by National Grid Electricity Transmission PLC (the Applicant) for an Order granting Development Consent for the Proposed Grimsby to Walpole Project (the Proposed Development). Objections sent to Planning Inspectorate.
Approval of Section 73 Application has been granted on conditions - Section 73 Application to vary Condition 2 (Approved Plans) imposed on Section 73 approval reference S/051/00287/22 which was to vary conditions 1 (Full Planning Permission), 2 (Approval Plans), 8 (Flood Risk Assessment), 9 (Habitat Survey, Ecological Impact Assessment & Badger Report), 10 (Landscaping), 11 (Biodiversity Management Plan), 12 (Vehicular Access), 13 (Archaeological Works), 14 (Archaeological watching brief) and 15 (Archaeological Findings) previously imposed on planning permission ref. no. S/051/00772/17 for installation of a Solar array with associated infrastructure (works already commenced) at Land at Manor Farm, Wainfleet Road, Irby in the Marsh. It was agreed to write a letter of complaint to the Planning Officer who, despite all the objections to the height of the CCTV poles, allowed that part of the application. A copy of the complaint would be sent to Richard Tice MP.
Full Planning Permission has been granted on conditions - Change of use, conversion of and alterations to existing stable block to provide a dwelling at The Stables, Beldings Close, Firsby.
Full Planning Permission has been granted on conditions - Erection of replacement vehicular and pedestrian access gates with walls and pillars to a maximum height of 2.6m at Bratoft Manor, Summergates Lane, Bratoft.
Full Planning Permission has been granted on conditions - Installation of 6no. roof mounted solar panels and heat source pump on existing dwelling (works completed) at Berrington House, Wainfleet Road, Firsby.

6. Highways
Notification has been received for Great Steeping/Halton Fenside for Bridge repairs. Road Closure Little Steeping (between B1195 and Main Rain) for a period of 181 days during the period 9/9/24 - 8/3/25.
It was agreed to re-report the following matters:
Burgh Lane, Irby in the Marsh, there are several potholes that need repairing. This is a well used road and is not fit for purpose.
Oxlands Lane, Irby in the Marsh, South side has several deep potholes and rising in the middle of the road that needs repairing.
Mill Lane, Irby in the Marsh, the passing places, on this busy stretch of road need repairing.
B1195, Wainfleet Road, Irby in the Marsh from the Laurels up to Burgh Lane, the road edge in dropping away and needs repairing.
7. Any Other Business
Miss Smithson Whitehead stated that the speed monitor had been recharged and data showed speeding traffic along the B1195 Irby. It was agreed the monitor would be relocated in Firsby.
Mrs Wilford stated that the 2 pieces of land in Little Steeping that are presently in the process of being registered is currently rented out. The farmer would like to rent the Ings Piece for a further year. It was agreed to ask for a rental sum of £80 per acre. If agreed a rental agreement will be drawn up.

Mr Heane gave a brief report following his attendance along with Mr Currie and Mrs Wilford at the Lincolnshire Highways Maintenance Innovation Day He stated that 10 companies showed different methods to repair the roads. Some methods included using plastic recycled materials. Instead of repairing the whole stretch of road some repairs have been made. These repairs would be left to see how they withstand normal road use and weather conditions.
