January 2020 Minutes
At the Meeting of Firsby Group Parish Council held at 7.00 pm on Wednesday 15 January 2020 in Irby & Bratoft Village Hall.
Present: Mr R. Kidd, who took the Chair;
Mr R. Heane; Mrs S. Wilford; Mr C. Moore; Mr H. Wright; Miss H. Smithson Whitehead; Mrs L. Mitchell;. Mr R. Harman and 1 member of the public.
Apologies were received from Mr G. Holmes; Mrs G. Boldy; PCSO Jayne Richardson; ELDC Cllr S. Dennis and LCC Cllr W. Bowkett.
1. Minutes of the last Meeting
It was agreed that these be signed as a correct record of the proceedings.
2. Matters arising from the minutes of the last meeting
Mr Heane, who was present at the site on 3 January, gave a full update on the flooding affecting the residents at the junction of Station Road and Fendyke Road, Firsby. The obstruction in the drain has now been cleared and it is now running again. He informed the Council that a resident has a similar problem with the roadside drain in Great Steeping which also has been blocked for 6 months. When reported to the Council, the resident was asked for paperwork to prove that he had permission to use the drain, which he had. The resident has now been given a date when work will commence to resolve this issue
The matter of the notice boards for Great Steeping and the damaged one for Irby in the Marsh are going forward.
3. County Councillor's Report
Cllr Bowkett send her apologies and sent the following message:
"The section 19 will be heard at LCC Scrutiny committee on the 25th February.
The flooding of the road at Firsby has finally been sorted, the tanker came as anticipated first week Jan although this was a long wait it was early than anticipated as it should have been beginning of march, hopefully the issues that caused it to back up will now be resolved."
4. District Councillor's Report
Cllr Dennis sent his apologies and sent the following message:
I still. Have over £700 left of my grant money that will run out on the 28th of February so if you can put your thinking caps on I could do with some guidance.
Drainage and Flooding on Fendyke Rd
The Residents and myself met with L C C Highways, there was a tanker on site. They jetted the drains pumped them out and took photos we now are awaiting the results, so as soon I know anything I will keep you all in the loop.
It was agreed to ask Cllr Dennis if the grant money could be used to purchase a new notice board for Firsby and Irby in the Marsh.
5. War Memorials
Grant monies are still awaited from The War Memorials Trust for the works carried out on the Firsby War Memorial. The Chairman to chase up and report back at the next meeting.
6. Correspondence
a) Email received from Rachael McMahon in response to various requests for the silt report and matters relating to the flooding. It was agreed to asked again for the silt report and to arrange a meeting with the EA to discuss the matter.
b) Email received from Chris Moore regarding the new regulations in relation to septic tanks. It was agreed to put an article in the 5 Parishes Newsletter.
c) Verbal update from Miss Smithson Whitehead regarding the direct fibre broadband to properties applications. Councillors in all 5 Parishes have been asked to check door to door to see if anyone else requires this service before the final applications are put in.
d) Verbal update regarding the proposed application by the owner of the Methodist Chapel in Great Steeping.
e) Verbal request for planning to be sent an email regarding the proposed new village store in Little Steeping.
7. Plans
Application No S/064/02319/19 by R A Holdings Ltd for planning permission - erection of an additional poultry unit, with associated biomass boiler room, control room, covered access ramp area and 3 no. silos at Ladywath Poultry Farm, Great Steeping Road, Monksthorpe. It was agreed to support this application. We urge Lincolnshire Country Council to fulfil their obligation regarding our regular request since The Poultry Farm and Kelsey Wood arrived. Monksthorpe requires upgrading and necessary remedial work from Halton Holegate Bridge at least to Eastfield Lane, Firsby. The road is disintegrating and is close to not being fit for any amount of traffic, let alone the HGVs which the Poultry Farm requires regularly!
Full Planning Permission has been granted on conditions - Change of use, conversion of and alterations to existing outbuilding to form a self catering holiday let at 45 Station Road, Firsby.
Refusal of Outline Planning Permission for erection of 2no. detached dwellings (with access to be considered) at Land adjacent to 46 Station Road, Firsby.
8. Highways
Notification has been received of an overnight closure of Lymn Bank Level Crossing from 22.00hrs 12 February to 06.00hrs 13 February.
It was agreed to report the following matters:
There are numerous large potholes on Aerodrome Road going towards Gunby that need filling.
There is a smooth slippery road surface on either side of the level crossing in Little Steeping which is very dangerous, cars can slide towards the dyke in icy weather.
Drain/dyke is still blocked with flood water near G & S Oliver on Ings Lane, Little Steeping.
